Because political groups are excluded from the provisions of the <a href=\"https:\/\/www.donotcall.gov\/\"  target=\"_blank\">National Do Not Call Registry<\/a>, scammers can more easily manipulate victims into offering donations.<\/p>\n<p>To help protect consumers, the Division of Consumer Affairs advises against giving donations over the phone or via wire transfer.
